A former Samsung executive, Choi, has been arrested in connection with the alleged theft of semiconductor technology to establish a company in China, Chengdu Gaozhen (CHJS). The arrest, announced by the Seoul Metropolitan Police on September 9, also involved Oh, the head of process design at the firm.

Choi, previously an executive at Samsung Electronics and Hynix Semiconductor, is accused of stealing proprietary technologies developed by Samsung for producing 20-nanometer DRAM semiconductors. In September 2020, he founded Chengdu Gaozhen in partnership with local Chinese authorities, recruiting semiconductor experts, including Oh, to facilitate the illicit use of Samsung's technology.

Oh played a significant role in leaking these critical technologies after moving to Chengdu Gaozhen. By April 2022, Choi had already developed basic products to assess their semiconductor functionality. The leaked technologies are valued at approximately 4.3 trillion won ($3.3 billion).

Investigations are ongoing into other former Samsung employees who may have contributed to further technology leaks. Police officials emphasized the severe threat posed to economic security and national competitiveness as a result of these actions. The case highlights the risks associated with collaboration between former domestic executives and foreign entities. The repercussions could extend beyond the individuals involved, potentially affecting the entire semiconductor industry in South Korea.
